Solid waste disposal facility moratorium files, 1989-1991.

The Solid Waste Disposal Section of the division provides technical advice, training and consultation on the control of vectors of public health importance and in the collection and disposal of solid waste. The Solid Waste Moratorium is a two-year freeze on the construction of new solid waste dumping facilities, running from 1989 to 1991. Should the addition of a solid waste disposal facility become necessary, the local governing body must submit a resolution for the facility's addition to the State Health Officer for approval. (Ala. Acts, 89-824). If the health officer determines that the accumulation of solid waste constitutes a threat to human health or the environment, he may approve the construction of a new facility. THe resolution must contain the following information: name and address of the governing body, a detailed description of the jurisdiction, a description of solid waste facilities already in operation, life expectancy of the existing facilities, general description of the methods of disposal to be used should the resolution pass,a general description of the proposed facility, solid waste capacity, if out-of-state users will be allowed dumping rights, a written explantation of why the jurisdiction seeks a waiver, plans, and correspondence.
